The Bill of Rights was added to the Constitution AFTER it was ratified by 10 states. Originally, most of the states were against a strong Federal government.  The bill of Rights protected individuals rather than the United States.  

The Written Constitution was an advantage because it states what powers the President, the Congress, and the Judiciary possess.  The conflicts stressed the interpretation of written document.
